Well, Britain's been doing this with all their military service branches over the last five years or so (which was particularly hilarious to Age of Sail people when the Navy started putting recruitment ads in gay mags), so it's probably, just this ongoing thing. But, at the same time, it's so disturbingly possible that you're right I don't really know what to do with that.
