We feel strongly that the Doctor had bad form about a true thing, and that those two facts are what prevent the Doctor from having to ever consider what it is he does or doesn't feel for Jack. It also allows Jack to not have to deal with it and maintain whatever fiction he wants, since the outcome is so immutable.
