I actually thought the Dalek-music-lips thing was really interesting, and I gave the guy a lot of slack because he admitted up front that the conference paper was essentially a rumination on theories he was building for another, non-DW project. I think it was bad planning that he was on that particular panel, and a better approach would have probably been to include *lots* of different texts, rather than just DW. His main focus was on "voices that are unseen", which happens to include Classic!Who Daleks, rather than DALEKS!! (who happen to have unseen vocal apparati.) Does that make sense? He probably should've applied to a different area, rather than try to squeeze into the DW area.
