I know exactly what you mean! Sometimes it's a little facepalm-inducing, like the "lupine wavelength haemovariform" running around being all An Alien Werewolf In London in S2 Who. I suppose it's like the bees and the sentient darkness and all that; there are aliens on Earth who have become practically natives, in one way or another, and end up winding themselves into our mythology.
As for card-reading girl, the options are that she's an alien (like the Doctor) and she chooses to take that form, or possesses someone, like Mary... or she's a human who's had something done to her (like Jack. although, not exactly like Jack.) There are Whoniverse 'vampires', I think, but I'd be far more tempted to go the River Tam route, because that has all sort of fun Torchwood Institution tie-ins, and I really do love that whole "Claudia-from-Interview-With-A-Vampire, I'm-Far-Too-Young-To-Live-Forever" schtick.
There should be more John Hart in general. I have struggled through some of the worst fanfiction simply because it had an interesting take on his character.
