See I think that's half the problem. IIRC, RTD only wrote a handful of eps for Torchwood S1 & 2. So to borrow the relay team analogy, it's like he handed the baton to the first runner to run with, but by the time he picked it back up as the 3rd person to run, the baton had been altered and modified with all sorts of stuff that he hadn't put there, so when it came to his turn to 'run', he was trying to run with the original baton and the viewers were expecting to see the modified one.
