Well, I love New!Who (actually *sssh* almost more than Torchwood in terms of sheer quality, AND I consider them to really be one universe) so I'm a little biased.) I think watching series 1 of New!Who is totally worth it. But Jack, the main character in Torchwood, is introduced in the last five eps of series 1 of Doctor Who: episodes are (by name) "The Empty Child," "The Doctor Dances," "Boom Town," "Bad Wolf" and "The Parting of the Ways." You might want to ask Rach for her recommendations about viewing order, as she, I think, did it by watching Torchwood first? I watched it in order though, and I'm glad I did. YMMV.
The universes really do intersect quite a bit though. There's a lot of awesomeness in little drips and drabs throughout all the seasons (each one is 13 or 14 episodes). If you wanted to watch everything in order though it goes:
Series 1 of Doctor Who Series 2 of Doctor Who Series 1 of Torchwood of which the final episode (S1 e13) feeds into Doctor Who S3 episode 11 (& then continues the crossover in eps. 12 and 13) Series 3 of Doctor Who Series 2 of Torchwood Series 4 of Doctor Who (of which the last two episodes are again Torchwood crossovers.)
